Dubai expand Jebel Ali Refinery in view of Falcon Jet Fuel Phase-2

ENOC selected KBR for Jebel Ali Refinery FEED work

Dubai Emirates National Oil Company (ENOC) is aligning its Falcon Jet Fuel Phase-2 project with its Jebel Ali Refinery Expansion project in order to synchronize operations start up.

On one side ENOC is operating the Jebel Ali Refinery since 1999 and on the other side it is completing the construction its Falcon Jet Fuel Phase-1 project.

The Falcon Jet Fuel project has been designed to support the commercial development of the Dubai International Airport.

ENOC_Jebel-Ali-Refinery_Expansion_and_Falcon_Jet_Fuel_MapIn the first phase, ENOC has planned to build a jet fuel terminal in the Jebel Ali Free Zone and a 60 kilometers pipeline to supply Dubai International Airport.

In 2012 the Indian engineering company Punj Lloyd had been awarded the engineering, procurement and construction (EPC) contract for the $130 million Falcon Jet Fuel Phase-1 project.

Originally planned to be completed at the end of 2013, this ENOC project should come into operations on mid 2014.

In the meantime ENOC made good progress on the expansion of the Jebel Ali Refinery in selected the Houston-based engineering company KBR to perform the front end engineering and design (FEED) work.

Currently ENOC Jebel Ali Refinery is running at 120,000 barrels per day (b/d) of light crude oil and condensate to produce naphtha, diesel oil, fuel oil, liquid petroleum gas (LPG), reformate and jet fuel.

In 2010, ENOC proceeded to a first upgrade of the Jebel Ali Refinery in order to meet the highest international standards.

With the addition of a hydrotreater and a reformer, ENOC Jebel Ali Refinery could produce low sulfur naphtha and 102 octane rated reformate.

Through the FEED contract awarded to KBR, ENOC is now working on the next step to produce Euro V grade transportation fuels with higher octane index, ultra-low sulfur diesel, and low sulfur jet fuel.

Therefore ENOC Jebel Ali Refinery Expansion project should include diesel and jet hydrotreater units and isomerization units.

KBR is expected to complete its Jebel Ali Refinery Project FEED work on the second half 2014 in order to start the engineering, procurement and construction (EPC) in 2015.

With the Jebel Ali Refinery Expansion project well in progress, ENOC is now considering to move forward on the Falcon Jet Fuel Phase-2 project.

 ENOC_KBR_Jebel-Ali-Refinery_ExpansionIn this perspective, ENOC is currently proceeding to the pre-qualification of the engineering companies to call for tender the Falcon Jet Fuel Phase-2 project on the second half of 2014.

By synchronizing the calls for tender for both projects, ENOC will have the opportunity to bundle the Jebel Ali Refinery Expansion EPC contract with the Falcon jet Fuel EPC contracts if the best bidder appears to be the same in both cases.
